Parking Signs Rules – Is Your Parking Lot Compliant?

Using standard highway signs in your parking lot not only makes sign recognition easier and commands authority, it is now the law. Effective January 16, 2007, the Federal Highway Administration requires roads on private property that are "Open to Public Travel" to use the same sign design, sizes, and reflectivity as the highway signs.

This includes roads within shopping centers, parking lot areas, airports, sports arenas, toll roads and other similar facilities. Any road that is privately owned but where the public is allowed to travel without access restrictions including bike paths and recreational facilities must use the highway sign standards.

Parking lot owners and managers may reduce their exposure to costly lawsuits by updating their signs to the highway sign standards or phase them in as the old signs are replaced. There is a manual of standard sign designs named the MUTCD, (Manual of Uniform Traffic Control Devices). Most sign companies are familiar with the MUTCD or you can find them online.

Beyond the MUTCD, there is little guidance for the number and placement of parking lot signs except logic and common sense. The need for parking lot signs is very much related to the number of parking spaces and the facilities use. A large shopping center with many pedestrians and high vehicle turnover will require more signs than a small business park.

MUTCD signs are available in different sizes and reflectivity. The size of the sign required is related to its viewing distance. A larger sign can be seen from further away. As a rule of thumb, the sign's letter height should be one inch for every 50 feet that it required to be seen from. For example, if the sign needs to be read from 150 feet away, you should have at least a 3-inch letter. Larger is better.

The reflectivity of a sign is how bright it is when headlights shine on it. As light bulbs come in different brightness, 60, 75 and 100 watt bulbs, signals are available in engineer grade, high intensity and diamond grade reflectivity. Diamond grade reflective is the brightest. Traffic signs should be at least high intensity reflective.

Since parking lots are the one place where pedestrians and motorist freely roam, right of way signs are very important for safety. It is safest to place a sign anywhere a potential conflict may occur.

Right of way signs are Stop (R1-1), Yield (R1-2), Keep Right (R4-7), Do Not Enter (R5-1), and Pedestrian Crossing (W11-A2). These types of signs are typically used on the access driveway from the highway, along the building frontage, parking islands and for any ring roads. Any signs that are on the state highway's right of way must be the same size required for that highway. Stop signs on the state right of way are typically 30 inches. Because speed traveled in a parking lot is slower, stop signs can be smaller, typically 24 inches.

Pedestrian crossing signs are found at crosswalks and paths connecting to the building frontage. Bicyclist signs should be treated similar to pedestrian signs.

Speed ​​limit signs should only be used on a ring road and are typically ignored and difficult to enforce against motorist infractions. Speed ​​limits should be on 5 mile increments per MUTCD. Learn how to Solder
Learning how to solder cooper pipes is one of the first things you learn in plumbing school. You need to find you own soldering techniques, the more you do it the more you get feel for it. You will ever find your groove and be good at soldering.

Soldering or sweating involves using a heart source preferred propane torch not a soldering iron to heat the pieces of copper you would like to sold, sold then got folded into the fitting bay what is known as "capillary action". Once you have clamped the pipe with the cutters you can start to spin the cutters around clamping the cutters more as you go until the pipe is cut. Use the reamer on the copper cutters to ream out the end of the copper pipe you just cut.

Use emery cloth or sand cloth to clean the ends of the copper pipe where you are going to solder, until it looks clean. (you will be able to see where you cleaned) What this does is removes dirt and grease that creates oxidization. Being sure that you properly cleaned your pipe and fittings will ensure a leak free joint.
Using a wire brush the proper size, clean out each fitting just like the pipe before soldering. Then fit everything together to make sure that all your cut pieces are correct and that you cleaned enough of the ends of the pipe to solder.

Now take everything a part and use soldering flux on the ends where you cleaned the pipe and on the inside of each fitting. Only use a thin layer of flux because the solder will naturally go where the solder paste is and you do not want to make a mess. Then fit everything back together again.

It's GO time!
Heat the pipe and fitting evenly, keep in mind that where the pipe is in the fitting will take more heat, but not too much. Be sure to keep the heat moving; do not let it stay in one spot for too long, you will cook the fitting. After about 8-1o seconds your fitting and pipe should be hot enough to start putting solder in your fitting. If the solder does not melt on contact apply more heat. When the solder starts to drip out of the fitting then you have put enough solder in the joint and move on to the next one. A rule of thumb to remember is if using p pipe, you should only use about 1/2 inch of lead free solder. Sometimes it takes more but this is just to give you an idea on how much solder to use. Just to make it look pretty and professional wipe the joint after you have soldered it. Do not wipe the joint too early, it will get messy. I usually wait until it's not shiny anymore. It will also be very hot. If you can, make a temporary soldering station, where you can do as much soldering on the ground before tying it in. Also be careful not to get flux paste near or in your eyes it will burn.

There are also different sold types, the soldering mentioned is lead free soldering, you do not want to use lead solder. Lead soldering is done on drainage lines only and not allowed on potable water lines.

Removing Solder

  • Openings to other rooms or buildings must be provided with non-combustible, liquid-tight, raised sills or ramps, at least 4 inches below the surrounding floor.
  • Approved self-closing fire doors must be used.
  • The room must be liquid-tight where walls join the floor.
  • An open-grown trench inside the room which drains to a safe place may be an acceptable alternative to the sill or ramp. If a lot of flammable liquids are transferred in and out of the room using hand trucks, this might be preferable.
  • Windows in other exposed properties or exposed portions of the building must be protected as outlined in NFPA Standard for Fire Doors and Windows.
  • Electrical Wiring and equipment located in an storage room used for Class I liquids must be approved under Subpart S, Electrical, for Class I, Division 2 Hazardous Locations. If storing only Class II and Class III, electrical wiring shall be approved for general use.
  • An approved ventilation system must be installed.

Since flammable vapors are heavier than air, they hang low to the floor and can accumulate and move toward sources of ignition or other non-compatible chemicals. The ventilation system is vital in preventing flammable vapors from accumulating enough to cause an explosion or liquid fire. Every inside storage room must have either a gravity or mechanical exhausting system which provides a complete change of air within the room at least 6 times an hour. The switch for a mechanical venting system also controls all room lighting and must be located outside the storage room. If gravity venting is provided, the fresh air intake and the exhaust outlet from the room must be on the exterior of the building in which the storage room is located.

Additional Requirements:

  • Inside every storage room, an aisle at least 3 feet wide must be maintained, allowing for easy movement in the room. This is necessary to reduce the potential for spilling or damaging containers and to provide access for firefighting and a ready escape path from the room if a fire occurs.
  • If wood is used for shelves, it must be at least 1 inch thick and it may also be used for racks, dunnage, scuffboards, floor overlay, etc ..
  • Chemicals are not to be stored on unfinished wooden shelves. Finished metal or high density plastic (polypropylene) is recommended shelving for most chemicals. If wood is used, it must be sealed with a good grade oil based paint, natural or synthetic varnish.
  • Proper segregation of chemicals must be maintained inside the storage room. Incompatible chemicals must be stored at a distance from each other or possible in divided areas.
  • Chemicals should be stored at eye level to decrease chance of spilling or breakage and for ease of identification.
  • Labels must be complete, legitimate and up to date.
  • MSDS information must be available for all chemicals stored.
  • At least 1 portable fire extinguisher with a rating of not less than 12-B units must be located outside the storage room, no more than 10 feet from the door opening into the room.
  • Materials which react with water will not be stored in the same room with flammable or combustible liquids.
  • Containers over 30 gallons capacity must not be stacked on top of others.

Dispensing of chemicals is by an approved pump or self-closing faucet, or closed piping system. If flammable liquids are dispensed inside the storage room, a pilot light must be installed adjacent to the switch.

Storage Capacity

  • This depends upon the availability of a sprinkling system and the fire rating of the storage room. One with a fire rating of 2 hours and equipped with sprinklers is allowed to store a greater quantity of chemicals.
  • If fire protection is present in a room that has a 2 hours fire resistance rating, storage allowed is 10 gallons per square foot.
  • If there is no fire protection in this room, 4 gallons of chemicals per square foot is allowed.
  • In a room that has a Fire Resistance Rating of 1 hour, with fire protection, the storage space is reduced to 150 square feet.
  • The amount of flammable chemicals that can be kept in this room is 5 gallons per square foot.
  • A room that has no fire protection and a fire resistance rating of 1 hour can store 2 gallons of flammable chemicals per square foot.

Cleaning the Ceiling and Air Ventilator
